To streamline the quarantine regulatory process while continuing to control the spread of Huanglongbing, the California Code of Regulations Section 3439, Huanglongbing Disease Interior Quarantine, was amended to allow the California Department of Food and Agriculture (CDFA) to administratively update the HLB state interior quarantine boundaries.
Since May 2017, 16 HLB quarantine expansions have occurred and been submitted to the Office of Administrative Law (OAL) for approval. The new administrative process will significantly cut down on regulatory staff workload as well as the lag time between county commissioner approval of proposed quarantine boundaries and OAL approval.
